FEMA BRIC Grant Application & Hazard Mitigation Support

State, local, tribal, and territorial governments can seek federal funding to protect infrastructure, reduce disaster risk, and strengthen long-term resilience via the BRIC program. Recently reinstated, the Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) program provides a key source of federal funding for proactive infrastructure disaster mitigation efforts.

What is the FEMA BRIC Program?

The FEMA BRIC program was established under the Disaster Recovery Reform Act of 2018 to shift federal investment toward pre-disaster mitigation. Instead of relying solely on post-disaster recovery funding, BRIC supports projects that reduce risk and future repair expenses before disasters occur.

Common BRIC-funded projects include flood mitigation, stormwater improvements, infrastructure hardening, and protection of critical facilities such as water treatment plants, emergency operations centers, and utilities.

The purpose of the program is to reduce long-term rebuilding costs, improve public safety, and help communities support operations when disasters occur.

In 2025, FEMA attempted to cancel the BRIC program, creating uncertainty for applicants and delaying funding cycles. Following legal challenges, the program has been reinstated in 2026, with new funding being released and updated priorities taking shape.
As a result, BRIC applicants today are navigating a more competitive and evolving environment, with increased emphasis on project justification, documentation, and alignment with federal priorities.

BRIC Eligibility & Funding Allocations

Per FEMA, BRIC-eligible applicants include states, the District of Columbia, U.S. territories, and federally recognized Tribal Nations. Eligible subapplicants include local governments, communities, special districts and Tribal Nations applying through a state or territory.

For the Fiscal Years 2024-25 funding cycle, these are the available categories.

  • $112 million for states and territories (up to $2 million federal cost share for each applicant)
  • $50 million Tribal Set-Aside (up to $2 million federal cost share for each applicant) and
  • $56 million for State or Territory Building Code Plus-Up (up to $1 million federal cost share per applicant) and $25 million for Tribal Nation Building Code Plus-Up to carry out eligible building code adoption and enforcement activities
  • $757 million for National Competition (up to $20 million federal cost share per subapplication)

 

No single applicant may receive more than 15% of the total available funding across all BRIC categories and includes the combined total of all funding category requests.
