FEMA provides essential funding to support municipal, county, and tribal governments in recovering from disasters and strengthening infrastructure resilience. City governments can access grants to repair damaged infrastructure, such as roads, bridges, public buildings, and utilities, with programs like the Public Assistance (PA) program helping to restore services like water treatment plants, power grids, and public transportation.

County governments, which often manage larger-scale infrastructure like regional emergency operations centers and courthouses, can receive assistance for debris removal, emergency protective measures, and hazard mitigation projects to reduce future risks. Smaller municipalities, including townships and rural areas, can benefit from FEMA grants to repair local infrastructure like community centers, fire stations, and schools, while also supporting emergency response and resilience projects. Special districts, such as water or sewer districts and public transit authorities, are eligible for funding to repair and upgrade critical infrastructure. Federally recognized tribal governments can also access FEMA grants to address disaster-related damages to tribal lands, housing, healthcare facilities, and cultural sites. These programs collectively ensure that governments at all levels can recover, rebuild, and prepare for future disasters.
