Emergency response organizations, such as fire departments, emergency medical services (EMS), police departments, and search and rescue teams, play a vital role in disaster recovery and public safety. FEMA funding supports these entities by providing grants to repair or replace damaged fire stations, ambulances, police stations, vehicles, and critical equipment. Specialized teams, like Hazardous Materials (HAZMAT) units and Urban Search and Rescue (USAR) teams, can also receive funding for equipment, training, and facilities essential for disaster response.

Emergency Operations Centers (EOCs), which coordinate disaster response efforts, are eligible for assistance to repair or upgrade their facilities, ensuring effective communication and resource management. Volunteer emergency services, including community-based fire departments and rescue squads, can access grants to recover and rebuild their operations after disasters.

FEMA offers a range of grant programs tailored to the needs of emergency response organizations. The Assistance to Firefighters Grants (AFG) program provides funding for fire departments and EMS organizations to enhance their ability to protect the public and emergency personnel through equipment, training, and safety programs. Staffing for Adequate Fire and Emergency Response (SAFER) Grants help fire departments and volunteer firefighter organizations increase or maintain the number of trained frontline firefighters to meet staffing and response standards. Fire Prevention and Safety (FP&S) Grants focus on public safety initiatives, such as fire prevention programs and research on firefighter health and safety. Urban Search and Rescue (USAR) Grants support specialized teams that respond to structural collapses and complex rescue operations.

Additionally, the Emergency Management Performance Grant (EMPG) program assists state, local, tribal, and territorial governments in developing and sustaining emergency management capabilities, while Hazard Mitigation Assistance (HMA) Grants fund projects to reduce long-term risks to people and property, such as retrofitting emergency facilities to withstand natural hazards.
